§288.1 Definitions
- Theft: unlawfully depriving another of property.
- Burglary: entering residence to steal.
- Aggravated Theft: theft involving violence or significant value.

§288.2 Sentences
- Theft → up to 3 years + restitution 3x value
- Burglary → up to 8 years + restitution 3x value
- Aggravated Theft → up to 10 years + restitution 5x value

§288.2.1 Modifiers: Deadly weapon → +12 years; Loss of life → refer Murder Act.
- Repeat offenders face enhanced penalties.
- Juvenile offenders may be subject to diversion programs.

Definitions

• Theft: The dishonest appropriation of property belonging to another with the intention of permanently depriving the owner.
• Burglary: Entering a building or dwelling as a trespasser with intent to commit theft, assault, or damage.
• Aggravated Theft: Theft committed with violence, in a dwelling, or involving items over a certain value threshold.
• Restitution: Compensation paid by the offender to the victim, calculated as a multiple of the stolen value.

Penalties

• Basic theft: Up to 3 years imprisonment and triple restitution.
• Burglary: Up to 8 years imprisonment and triple restitution.
• Aggravated cases: Additional years based on modifiers, up to life if murder occurs.
• Community service or fines may be alternatives for minor offenses.

Implementation

Upon passage, the act will replace previous theft and burglary laws. Implementation includes training for law enforcement and judicial review of existing cases. The Ministry of Justice will monitor effectiveness.
